Ok these are the things you will need to do if you want to get out of the slums.

get ur tech to 50 (trust me it will increase your income alot when you do)

fill ur 2 empty trade slots

-drop the police head quarters.
-Purchase a bank
-drop the a factory or a labor camp
-purchase a school

next purchases should be
stadium
5 police head quarters
5 labor camps

then start to do improvement swapping for infras

Follow these directions and if you do them all you should be back to normal or better.
